  13.      How long should it operate at one stretch?  Until the need
  14. ends or it cannot perform its function due to operator fatigue or
  15. other reasons. Training and operator experience may be another
  16. factor to consider.  An NCS usually needs two operators per shift
  17. as a minimum. One person (not necessarily operating) must always
  18. be a supervisor.
  19.      Packet is preferred for administrative and non-time critical
  20. messages. Radioteletype is possible but AMTOR is much more
  21. reliable.  Also note that I am considering the net as handling
  22. (written) message traffic.
  23.      Not all hams are experienced traffic handlers and net
  24. operators.  While Voice will always be around, it is usually less
  25. efficient, requires intense re-training of personnel to develop
  26. the mindset of message handling rather than a free-for-all "QSO".
  27. Look at the ambiguities of meaning that are caused by "QSL" and
  28. other "QTs".  We all use them freely with no reference to the
  29. code book that defines their internationally defined meanings.
  30. Brevity codes and alphabets are not standardized except by the
  31. military, FAA and others who long ago learned the hard lessons.
  32. So what IS correct? Plain English only.
  33.      The NCS is the key to operating a successful net.  Training
  34. and practice are the essential elements to having one.
  35.      I hope these thoughts and comments will help your search for
  36. answers to the dilemma.  Apart from having exceedingly strong
  37. views on the subject, I like dogs, children, and HAMs, but not
  38. always in that order.
